This book presented to "General C.E.Sawyer" who was Brigadier General Charles Elmer Sawyer M.D. (24 January 1860 – 23 September 1924) and was the White House Physician to President Warren G. Harding and his wife Florence.  President Harding appointed Sawyer as Chairman of the Federal Hospitalization Board and gave him the rank of Brigadier General.  Charles Elmer Sawyer was also the homeopath of Hardin’s successor, President Calvin Coolidge.  C. E. Sawyer was a personal friend of homeopath Florence Nightingale Ward.

Getting Oregon Out of the Mud

By the early 1900s, the need for an improved road system in Oregon was apparent. Few roads existed to connect the small communities along the coast. The expansion of the railroad had eliminated large portions of the primitive wagon road providing access through the Columbia River Gorge. Roadways in the western portions of the state became a sea of mud when the winter rains began to fall. The introduction of the automobile, bicycle groups and the “Good Roads” movement increased pressure on the Oregon legislature to find solutions. In 1913, the legislature formed the State Highway Commission giving them the mandate to, “Get Oregon out of the mud!”

The Commission originally consisted of Governor Oswald West, Secretary of State Ben Olcott and State Treasurer Thomas Kay. This body appointed Major Henry Bowlby as the first State Highway Engineer.
